Tammy Phipps
CEO & Co-Founder, OTR/L, CDRSIn 2008, I developed and launched the first and only comprehensive driving program within the Department of Defense at Walter Reed Army Medical Center.
As the CEO and co-founder of Driver Rehabilitation Center of Excellence (DRCE), I continue my passion for helping individuals regain their independence through driving. With over 25 years as an occupational therapist and 22 years specializing in driver rehabilitation, I have dedicated my career to advancing this field and expanding access to high-quality driver rehab services.
A few fun facts about me: I celebrate my birthday, half-birthday, and two birthing days! I’ve also had the opportunity to meet over 20 celebrities—including a First Lady of the United States (FLOTUS).
Josh Himan
CFOI am the Chief Financial Officer and Co-founder of Driver Rehabilitation Center of Excellence. I am responsible for treasury management and strategic financial planning. I am a confessed finance nerd. I enjoy “lecturing” and ice cream before bed.
Brandy Spear
President of Business Development & GrowthI have been in the mobility industry since 2011 and have gained invaluable experience throughout the years. Being part of the DRCE family has been an incredibly rewarding journey, and I’m grateful to contribute to a team that is making a real difference.
Born and raised in Michigan, I’m a true Michigan girl—except when it comes to the snow! I live for Michigan summers, spending my time boating, camping, and enjoying quiet moments on the back porch.
A few fun facts about me: I have a serious love for pickles, my favorite color is purple (thanks to my obsession with Prince), and I’ve visited over 30 breweries across multiple states.
Beyond work, my greatest joy comes from my family. I’m a proud mother of three and married to the hardest-working man I know.
Randy Benson
Vice President of OperationsI am the Vice President of Operations Driver Rehabilitation Center of Excellence. I have been in the industry since 2012. I handle taxes, budgeting, vendor’s relations, building maintenance, and more. Some fun facts about me are that I have lived in 5 states and visited 42. Additionally, I’ve been married to my sweetheart since 1972 and we have 2 children and 9 grandchildren.
Meet Our Directors
Trista Windows
Director of Driver Rehabilitation Services, COTA/L, CDRSI have been a Certified Occupational Therapy Assistant (COTA/L) for over 18 years. For a decade, I had the privilege of working at Walter Reed National Military Medical Center, where I first met Tammy Phipps. When I was ready for a change, I was fortunate to join the small but dedicated team at Driver Rehabilitation Center of Excellence in 2018. Since then, I’ve had a front-row seat to DRCE’s incredible growth—from a single-site operation to three driver rehabilitation locations with a team of 11 (and counting!) OT providers.
As the Senior Director of Driver Rehabilitation at DRCE, I oversee all our sites, ensuring high-quality patient care and adherence to the highest professional standards in the driver rehabilitation field.
Outside of work, I love to travel—I’m on a mission to visit and spend at least one night in all 50 states, and I’m currently at 32/50! I’m also a proud book nerd and spend most evenings curled up with my Kindle and the latest trending novel.
Noah Phipps
Senior Director of Vehicle ModificationI am the Senior Director of Vehicle Modifications a Driver Rehabilitation Center of Excellence. I have been in the industry since 2016. At DRCE, I am responsible for ensuring that operations within Vehicle Modifications run smoothly and I am also responsible for operation improvements. A fun fact about me is that the longest drive I’ve ever done solo is 14.5 hours, from Virginia to Missouri.
Amanda Mendez
Chantilly Site Director, COTA/L, CDRSI’ve worked in a variety of rehabilitation settings over the past 10 years, including skilled nursing, acute rehab, outpatient autism/behavioral clinics, home health, and now, driving rehabilitation. Of all these, driving rehab has been the most rewarding—and I continue to learn something new every day!
I feel incredibly fortunate to be part of the DRCE team. It’s truly the best group of coworkers I’ve ever worked with—dedicated professionals who serve clients holistically and with genuine care.
I’m also proud to hold the Autism Badge through ADED, which helps me provide the most current, evidence-based treatment approaches for individuals with ASD. At DRCE, I primarily work with clients diagnosed with ASD and ADHD, helping them navigate the path to obtaining a driver’s license.
Outside of work, I enjoy staying active—hiking, practicing yoga, and spending time outdoors with my family.
Jennifer Bachelor
Regional Director of Driver Rehab Services - Ohio & West Virginia, OT/L, CDRSHello! I’m Jennifer Bachelor. I graduated from The Ohio State University with a degree in Occupational Therapy in 1996 and have had the opportunity to work in a wide range of OT settings with diverse client populations. In 2021, I discovered the field of Driver Rehabilitation and was immediately drawn to its impact. I joined the Ohio DRCE team as a Driver Rehabilitation Specialist in 2022, earned my DRP status in 2023, and proudly became a Certified Driver Rehabilitation Specialist (CDRS) in 2024.
Beyond my career, I’ve been happily married since 1999 and have two wonderful children. Our home is filled with energy, thanks to three crazy dogs, a bunny, and our unique “1.5” cats—one of whom has only two front legs and a rear stub (he’s amazing!). I’m passionate about animal rescue, love traveling, and spend much of my spare time (and money!) supporting my daughter at horse shows near and far.
A couple of fun facts about me: I got married on the beach in Montego Bay, and I’m a die-hard Ohio State Buckeyes football fan! Most importantly, I absolutely love being an OT in this untraditional setting and helping individuals regain their independence through driving.

Julie Henry
Billing AdministratorI first came to Driver Rehab Center of Excellence as a client in 2019. Due to my disability, I realized that driving conventionally wouldn’t be possible for me. However, the incredible team at DRCE adapted my car and taught me how to drive using hand controls, giving me newfound independence. Today, I am proud to be the Billing Administrator at DRCE, where I contribute to the same mission that once helped me.
I am currently pursuing my Bachelor’s Degree in Business Administration at George Mason University and aspire to continue supporting individuals with disabilities. Outside of work and school, I enjoy spending time with my family, friends, and pets.
Summer Van Matre
Administrative & Marketing CoordinatorMy name is Summer. I started working with DRCE in 2024 and have loved being part of such an incredible team. My favorite part of being a DRCE employee is having the opportunity to witness the innovation of our shop team and the dedication of our rehab providers. Kathleen Nelson
Ohio Site Manager, COTA/L, CDRSHi, I’m Katie — an Occupational Therapy Assistant passionate about empowering individuals to gain confidence and independence in their daily lives. I hold a Bachelor of Science from Capital University and an Associate’s Degree in Occupational Therapy. Since entering the field in 2014, I’ve built a diverse foundation through travel therapy in California and clinical practice in Pennsylvania.
Now back in my home state of Ohio, I’m excited to help clients work toward greater mobility and independence through driver rehabilitation.
Outside of work, I love hiking, tackling DIY projects, catching live sports and music events, and spending time with my husband and our two cats. I’m committed to providing compassionate, client-centered care that truly makes a difference.
Kimberly Kearney
COTA/L, CDRSI have been an Occupational Therapy Practitioner for almost 20 years and have recently formally entered the Driver Rehab practice area. I have addressed driving as a generalist for the past five years. I find the topic is usually not a one time conversation and is addressed differently across the lifespan and dependent on where in the care continuum the client is at presently. It’s a passion area for me because it is important to our clients and it is a complex area with many facets (It’s NOT just driving)! I love my profession and working to help people meet their goals!

Danielle Weaver
OTA/L, DRSI have been an Occupational Therapist Assistant since 2007, when I graduated from Zane State College with my Associate Degree in Occupational Therapy. Since then, I have primarily worked in geriatrics, spending most of my time in skilled nursing facilities and providing home health care.
In 2020, I made the switch to become an Assistive Technology Professional, which sparked my love for all things adaptive equipment. I spent over three years fitting individuals for wheelchairs and power wheelchairs.
In September of 2024, I made another exciting transition to become a Driving Rehab Specialist. I’m so grateful for this role and the opportunity to help others regain a bit of their independence through driving!
COL (R) Arthur Yeager
Hi-Tech Driver Trainer, OTR/L DRSUpon my arrival at Walter Reed just two days after 9/11, I quickly discovered my passion for collaborating with patients to create adaptive devices. As I approached retirement, I knew I wanted to join DRCE’s team – an organization clearly living up to its name by consistently setting industry standards nationwide. After completing 40 years of military service and a brief internship with the team, I proudly became DRCE’s newest Driver Rehabilitation Specialist (DRS) as a Hi-Tech Driver Trainer. I’m excited about the new adaptive challenges this work brings and look forward to contributing to DRCE’s continued success.
Mobility Sales & Modifications Team
Marcus Foran
Director of SalesI retired from the military in 2016 (Semper Fi!) and have been in the mobility industry for the past three years. As the Director of Sales at DRCE Mobility Solutions, I help individuals and families navigate the vehicle purchasing process, specializing in accessible and modified vehicles tailored to our clients’ unique needs. I’m passionate about making mobility more accessible and helping our customers find the right solutions for their independence and lifestyle.
Outside of work, I’m always up for an adventure — I once climbed Mt. Fuji overnight to catch the sunrise, spent three weeks hiking through Australia’s Northern Territory, and have crossed the Pacific Ocean by ship five times.
Jake Winpigler
Service ManagerI am the Service Manager here at Driver Rehabilitation Center of Excellence. My job is to ensure that everything runs smoothly in the shop. I make sure that the technicians are motivated and happy, which is paramount to ensuring excellence in modifications. I have been in the auto adaptive industry since 2015 and have over 15 years of experience working on vehicles. I am a certified welder and a professional fabricator. At DRCE, we strive for excellence and we drive the industry forward. Being a part of this team has been one of the highest achievements in my professional career.
I started out changing oil at a Volkswagen dealership in Baltimore Maryland. I worked my way up to a flat rate technician there. I then shifted to a Chrysler dealership, also as a flat rate technician. I learned a lot working on a variety of cars at both dealerships. The repetitive nature of those jobs became no longer challenging, and this motivated me to shift towards the auto adaptive industry. In 2015 I got an entry level position at a mobility dealer, and worked there until I started working for DRCE in June of 2020 where Tammy Phipps gave me an opportunity to become part of something bigger.
Rich W. Tulley III
Auto Adaptive Equipment Sales ManagerI retired from the United States Marine Corps in April 2022 after 22 years of service. I first came to know about DRCE when my wife became a client, and I was genuinely blown away by the level of care and customer service she received throughout the entire process. After wrapping up my military career, I was given the opportunity to join the DRCE team in August 2022 — and I haven’t looked back.
Now, as the Auto-Adaptive Equipment Sales Manager, I provide clients with accurate estimates for adaptive equipment sales, coordinate installation and service scheduling, and support ongoing client communication. I’m passionate about helping people access the mobility solutions they need to live more independently.
In my off time, I enjoy spending time with my family, golfing (mostly losing golf balls), fishing, and watching football — Go Giants!
Charles Daines
Vehicle Modifications Service ForemanI am a Foreman at Driver Rehabilitation Center of Excellence. I have been welding since I was a kid, and I’ve been a certified welder for a year. At DRCE, I assist with the installation of auto adaptive equipment and mobility solutions. A fun fact about me is that I’m a grandfather of four.

Jesse Graham
Sales Associate and Peer MentorI am a 13-year Air Force Veteran. I was in a snowboarding accident that resulted in a spinal cord injury. After my injury I met Tammy Phipps at Walter Reed Hospital and realized that driving was very important to me in terms of remaining independent. I believe getting back behind the wheel saved my marriage. Once DRCE was opened in 2016, I have been working to help mentor many customers with SCI’s and assisting in sales, fittings, and customer feedback.
Smoke
Chief Dog Officer (CDO), In Loving MemorySmoke served as our beloved Chief Dog Officer at the Driver Rehabilitation Center of Excellence and spent his entire life helping people — 12 incredible years. His career began as a seeing eye dog for one year, followed by three years as a dedicated service dog. After retiring from active duty, he found his forever home at DRCE, where he continued to bring joy and comfort to everyone who walked through our doors.
At DRCE, Smoke proudly greeted clients, begged (politely) for treats, reminded the humans to get outside for fresh air, and ensured the waiting room couch was always kept warm and well-guarded.
We are deeply grateful for Smoke’s service, loyalty, and unconditional love. His presence made our days brighter, and his paw print will forever be part of the heart of DRCE. We will miss him always.
